Harmonized standards in accordance with DIR 2006/42/EC

The Official Journal of the European Union 2010/C136/1 was published on 26 May 2010. This is the 3rd list under the new Machinery Directive 2006/42/EC. There are 86 new standards respectively amendments of standards in this list. Remark: In this new list no more attention is taken on the EN 954-1!

Note: About it on 11 June 2011 a Corrigendum 2010/C152/05 has been published by the European Commission. In EN ISO 13849-1:2008 all the informations about the applicability of EN 954-1:1996 and EN ISO 13849-1:2006 until 31 December 2011 have been added again.

Presumption of conformity of EN 954-1 extended

The Official Journal of the European Union 2009/C321/09 was published on 29 December 2009.

The following two points are particularly worth mentioning:

  • The presumption of conformity of EN 954-1 was extended by two years.
  • The EN 1501-1 and EN 1501-2 (Refuse collection vehicles) receive presumption of conformity.

Harmonized standards in accordance with DIR 2006/42/EC

The Official Journal of the European Union 2009/C309/29 was published on 18 December 2009. Therewith is now published a multiplicity of standards in accordance with the new machinery directive 2006/42/EC, which releases the presumption of conformity by application.

Transition period for EN 954 extended

On December 7 / 8, the European Machinery Committee has decided after a contrarily discussion between the Member States, that the transition period for the EN 954-1 is extended.
The decision regarding the period of time during which the old standard, whose transition time actually ended on 2009.12.29, will remain valid, will be taken shortly and then be published in the Official Journal of the European Union.

In this way, the machinery and plant builders, who have yet not prepared themselves for the EN ISO 13849-1, are given more time to get adjusted to the new concept of this standard.

It is important to observe that there are already product standards referring to the EN ISO 13849-1 and that other product standards partially have been conformed to this standard. For products, which are based upon these standards, the application of the old standard EN 954-1 would no longer lead to a presumption of conformity. The standard EN 954-1 furthermore cannot be applied for new technologies.

Further, according to the general principles of the Machinery Directive 2006/42/EC, the state of the art must be observed, which the market surveillance authority also uses as criterion for a possible product testing. Machinery and plant builders therefore have to verify whether the old standard EN 954-1 or rather the new EN ISO 13849-1 represents the state of the art for their products.

EN ISO 14121 replaces EN 1050

The Official Journal of the European Union 2008/C160/01 was published on 24 June 2008.

The following two points are particularly worth mentioning:

  • EN 294 and EN 811 are no longer listed. These two standards are replaced by EN ISO 13857 (Safety of Machinery – Safety distances to prevent hazard zones being reached by upper and lower limbs). The new standard is current not yet listed in the Official Journal. It therefore does not provide any presumption of conformity if applied. However, it does reflect the latest technical developments.
  • EN 1050 (Safety of Machinery – Principles for risk assessment) has been replaced without transition by EN ISO 14121 (Safety of Machinery – Risk assessment – Part 1: Principles).

EN ISO 13849-1 replaces EN 954-1

Safety-related parts of machine controls have been designed according to EN 954-1 for many years now. In order to take account of the speed of development in the automation sector, a revision of EN 954-1 had to be carried out. The result was EN ISO 13849-1 (Safety of Machinery – Safety-related parts of control systems – Part 1: General design principles), which was published in Official Journal 2007/C104/01 on 8 May 2007 and thus implies a presumption of conformity, which replaces  EN 954-1 with a transition period until 30 November 2009.

EN ISO 13849-1 adds probabilistic considerations to tried and tested deterministic considerations so that aspects of failure probability and thus availability can be considered.

Machinery Directive 2006/42/EC

The European Council approved the new Machinery Directive 2006/42/EC on 25 April 2006. It was published on 9 June 2006 in Official Journal L 157/24.

On 16 March 2007, Directive no. 2006/42/EC was amended to the effect that Machinery Directive 98/37/EC, which still currently has sole validity, is only superseded on 29 December 2009. The correction was printed in the Official Journal L 76/35 of 16 March 2007. This means that from 29 December 2009 the new Machinery Directive 2006/42/EC is to be applied. There is no transition period.

Some important innovations are:

  • Concrete regulation of the sale of "incomplete machines";
  • Change in the definitions of "machine" and "safety components";
  • list of exceptions is changed;
  • creation of the position of a person responsible for documentation;
  • exceptions clause for laboratory machines;
  • concrete requirements for market monitoring;
  • "Risk evaluation" instead of "Hazard analysis";
  • Internal manufacturing monitoring (Annex VIII);
  • QA measures for Annex IV machines (Annex X);
  • Changes to Annex I;
  • ...
